A swirling mass of Air and Water directed by the Shaper tears into foes, lifting them off their feet and carrying them away.

The Shaper manifests a small hurricane covering a 10 ft radius in width and up to 20 ft high. Any character caught within must make an Air saving throw or be lifted off their feet. In subsequent turns, the Shaper may, as an Action, either spend 1 EP to fire an Air or Water Bolt at any trapped characters within the hurricane or move the hurricane up to 5 times their Air or Water modifier, whichever is lower. In addition, any character caught in the hurricane must make an Air saving throw when they escape or suffer from Disorientation I for a number of rounds equal to the Shaper's Air modifier.
